Your LTC travel eligibility is generally determined by your Pay Matrix Level. While Travelling Allowance (TA) and LTC provisions are broadly similar, there is an important distinction: air travel for Pay Levels 6 to 8 is permitted for official duty (TA) but is not ordinarily admissible under LTC.
Below is a commonly followed LTC travel entitlement structure:

How Leave Encashment is Calculated

The standard formula used for LTC leave encashment calculation is:

A Simple Calculation Example
If an employee is at Pay Level 7 with a Basic Pay of ₹44,900 and DA is 50%:
- Basic Pay: ₹44,900
- Dearness Allowance (50%): ₹22,450
- Calculation: (67,350 ÷ 30) × 10
- Total Encashment: ₹22,450

Important LTC Rules You Must Know

1. The Shortest Route Rule
Reimbursement is generally restricted to the fare of the shortest route between your headquarters and your destination. If you travel via a longer route, the additional cost will not be reimbursed.
2. Air Ticket Booking Rules
If your LTC eligibility permits air travel, tickets are required to be booked through authorized agencies such as Balmer Lawrie & Co. Ltd. (BLCL), Ashok Travels & Tours (ATT), or IRCTC, as per applicable rules. Booking through private portals may lead to claim rejection.
3. The 100 km Private Transport Rule
If your destination is not connected by public transport, reimbursement for travel by private vehicle is allowed up to a maximum of 100 km, based on self-certification. Any additional distance is not covered.
4. No Daily Allowance or Hotel Costs
LTC covers only travel expenses. Hotel accommodation, food expenses, and local conveyance are not reimbursed.
LTC Eligibility for Premium Trains
Travel by premium trains such as Vande Bharat, Tejas, Rajdhani, Duronto, and Humsafar is allowed based on your entitled class.

Understanding LTC Block Years (Home Town vs. Anywhere in India)

The 4-Year Block System:
LTC is organized in blocks of four years (for example, 2022–2025, 2026–2029), which are further divided into two 2-year periods.
Home Town vs. All India:

- The option to convert one of these into an “Anywhere in India” LTC within the same 4-year block.
Fresh Recruits (8-Year Rule):
Employees in the initial years of service are generally allowed Home Town LTCs during the first two blocks (8 years), with the option to convert one journey into an All India LTC per block, subject to applicable conditions.
Carry Forward Rule:
If LTC is not availed within a block, the unused journey may be carried forward to the first year of the immediately succeeding block, subject to applicable provisions.
