Haryana Civil Services (Leave) Rules, 2016

(Chapter IX – Rules 35, 36 & 37)

To ensure your leave record is accurate, this Earned Leave Calculator Haryana follows the exact statutory rules defined by the Finance Department. Before calculating, check which rule covers you:

  • Non-Vacation Wing: Governed by Rule 35. (Clerks, Assistants, Officers in Admin offices).
  • Vacation Wing: Governed by Rule 36 (Teaching staff and other employees notified as vacation wing under the Annexure).
  • Teaching Staff (Special Provision): Teaching staff posted in vacation wing are admissible 10 days Earned Leave in lieu of Half Pay Leave for each completed year of service, after the first year.
  • Half Pay Leave (Rule 37): This applies to non-teaching staff only.

How to Use the Earned Leave Calculator

  1. Select Your Wing:

  2. Enter Joining Date:
    • This is critical. The calculator uses your joining date to determine completed service milestones (10 years / 20 years) and applies the applicable rule and annual ceiling accordingly.
  3. Set the Period:
    • Choose the “From” and “To” dates for the period you want to calculate (e.g., 01-01-2024 to 31-12-2024).
  4. For Non-Vacation Staff:
    • Enter Non-Duty Days if any. These are days like EOL (Extraordinary Leave) or suspension. Do not enter Casual Leave (CL) or gazetted holidays here, as those count as duty.
  5. For Vacation Wing Staff:
    • Teaching Staff? Check the box if you are a teacher/professor. This adds your special 10-day credit (Rule 36 exception).
    • Vacation Details: For each year, enter the Total Vacation Days (e.g., 30 days) and how many days you were Prevented from taking due to official duty.
  6. Calculate:

How Earned Leave Is Calculated

You don’t need to be an accountant to understand your credits. Here is the logic the calculator uses based on the Haryana earned leave rules 2016:

🔹 A. Non-Vacation Wing Employees (Rule 35)

If you are using the Non vacation wing earned leave Haryana mode, your credit is based strictly on time spent on duty.

  • Accrual Rates:
    • First 10 years: You earn 1/24th of the period spent on duty.
    • Next 10 years: You earn 1/18th of the period spent on duty.
    • Above 20 years: You earn 1/12th of the period spent on duty.
  • Deductions: The calculator automatically removes non-duty days (like EOL) before applying these rates.
  • Limits: While you can accumulate leave, the maximum Earned Leave that can be sanctioned at one time is generally limited to 365 days within India, subject to competent authority approval.

🔹 B. Vacation Wing – Non-Teaching Staff (Rule 36)

For the Vacation wing earned leave calculator, the logic shifts because you get holidays.

  • Full Vacation: If you took your full vacation, you get Zero Earned Leave for that year.
  • Partially Prevented: If you were ordered to work during part of the vacation, you get proportionate Earned Leave.
  • The 15-Day Rule: If you were prevented from taking more than 15 days of vacation, the rules treat it as if you took no vacation. You get the full annual Earned Leave credit.

🔹 C. Vacation Wing – Teaching Staff (Exception to Rule 36)

Teaching staff earned leave Haryana calculations include a specific bonus.

  • The Bonus: Teachers get 10 days Earned Leave in lieu of Half Pay Leave (HPL).
  • Condition: This starts only after you complete one year of service.
  • Replacement: This 10-day Earned Leave replaces Half Pay Leave entitlement for teaching staff of vacation wing.
  • The Cap: Even with this bonus, your total annual credit cannot exceed the limits shown in the table below.

  • Teaching Staff: Teaching staff of vacation wing are not governed by Rule 37 and are instead eligible for Earned Leave in lieu of Half Pay Leave, as per Rule 36 exception.
